Uttar Pradesh Caste-Based Discrimination Prohibition Act, 2025 (Proposed): The Constitution of India, under Articles 14, 15, and 17, guarantees equality, non-discrimination, and the abolition of untouchability. To eliminate caste-based division, discrimination, and injustice in Uttar Pradesh, this Act is proposed. Under this Act, mention of caste in government documents, police reports, FIRs, charge sheets, applications, or any official records is prohibited, except where required under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act or other applicable laws. Display of caste symbols, signs, slogans, posters, or messages is prohibited in public places, vehicles, schools, hospitals, religious sites, rallies, and on digital platforms. Organizing rallies, processions, meetings, election campaigns, or public programs based on caste is strictly forbidden. Media and digital platforms are subject to strict monitoring, and promotion of caste-based glorification, discrimination, or hate content will attract penalties. Violations may result in imprisonment of up to two years, a fine of up to ₹50,000, or both, and repeated offenses may attract imprisonment of up to five years and a fine of up to ₹1,00,000. Any individual or organization can file complaints with the District Magistrate, Superintendent of Police, or designated complaint officer, who will ensure impartial investigation and provide updates to the complainant. A State-Level Caste Discrimination Monitoring Authority and District-Level Monitoring Committees will be established to oversee enforcement, public awareness, and reporting. Officials carrying out duties under this Act in good faith will receive legal protection. The State Government is empowered to implement, make rules, and amend this Act as necessary. The provisions of this Act will not conflict with pre-existing legal rights or obligations and will take effect from the date of notification, ensuring elimination of caste-based discrimination and promoting equality and social harmony across Uttar Pradesh.
